The general rule

In the large majority of US states, sweepstakes casinos operate lawfully because of the structure documented in our mechanics guide: no redeemable currency is ever sold, and a free entry route always exists. That places the product under promotional-sweepstakes law rather than gambling statute. States can close that door, however, and four have.

What AB 831 changed

Until this year, California was the industry’s biggest single audience. AB 831 ended that as of January 2026: operators have withdrawn, accounts were closed, and every offer listed on CasinoHeng is void for California residents. If the industry’s legal history teaches anything, it is that state postures can shift – which is why this page carries a July 2026 date stamp and gets re-verified with each audit cycle.

How operators enforce it

Geolocation at registration and again at redemption. A VPN does not change your legal position and will forfeit any balance when verification catches the mismatch – identity checks at cash-out reliably reveal the state of residence.
